Thanks for the update Aaron. Check the harness and connector pins to the exhaust brake actuator for corrosion or loose connections and damage. If ok check the actuator to be sure it is not sticking and will fully travel in both directions and is not jammed with soot/carbon causing the valve to stick mechanically. Let me know.
