Dr.Cummins we have found I have 12 volts on the connector at the pump but as soon as I hook it to the pump it drops to 10.4 volts. and what voltage should I have at the fuel shut off wire #5 on a vp44 coming out of the ecm

Hello and welcome to Just Answer! I would be more than happy to assist you today.Hi Thanks for the request Normal engine operation is as follows:
0-VDC at pin 5 at keyswitch ON
12-VDC at pin 5 at keyswitch OFF, until ECM powers down.
Check for a short circuit in the wiring harness, bad connectors, or high voltage at engine harness pin 5 on the pump end at keyswitch ON.
