Hi. Thanks for asking your question! I will try and help you out.
There are two things I have seen cause air not to build up.
The first and most common is a failed air compressor governor.
Second is a faulty air compressor.
I would try replacing the governor on the air compressor first. If the problem continues. I would next replace the air compressor.
