I have a 200 hp ISB Cummins in my Bluebird flat nose FE. When a go down hill it will give me all the speed and power I ask for but going up hill it simply dies out, not shifting down (Allison automatic) and barley pulls the hill. Have changed all fuel filters and the bus at an idle does not miss and will rev up to 2500 RPMS when parked in neutral. Occasionally you will feel it "kick in" for lack of better words and have power then it simply feels like it cuts out. Any thoughts?

We recently changed the water separator on the engine (not the pre filter) as it was leaking however drove the bus for two weeks before this problem came up, and this problem has never shown up before
