Hello my name is***** am a board-certified physician and I am happy to help you. Mono % refers to a type of white blood cell called a monocyte. Monocytes typically fight against viruses. Your WBC refers to the total white blood cell count, 3.9 means 3,900 white blood cells per microliter. 12.9% of these are monocytes, so roughly 503 per microliter of blood. Looks like your WBC is normal and your mono % is slightly higher than the upper limit of normal at 10%, but only by a small amount which can be completely normal.
