Why is high red blood cell count bad?

Doctor's Assistant: How long have you had the symptoms? What seems to make the symptoms worse or better?

For about a year probably smoking

Doctor's Assistant: Anything else in your medical history you think the doctor should know?

Nope I have a strong heart all my other tests are good I have always had a fast heart beat and my oxy level in my blood is a little low 90-92 my blood pressure is a little high but last checked it was 128 over 83
