yes, you can fly safely with some swelling and bruising in your legs
make sure you flex your legs and calf and heels during the flight to decrease chances for blood clots.
on flights with sitting for a long period of time, you can have more swelling and blood pooling in your legs.
flexing your leg muscles and feet and heels and calf muscles can help with that somewhat.
