I had/have a rash on the outer side of my forearm and on the upper part of my arm
theres like small red blood dots through it probably feom scratching at it but its really dry and itchy

Based on your symptoms, this could be an allergic reaction or dermatitis.

Keratosis pilaris can be a possibility, or it could just be an allergic reaction that happened due to too much pressure on the skin.

Stop scratching as it can aggravate the condition. Use cold compresses at the place of itching.

Apply a local hydrocortisone cream.

Take antihistamine tablets like hydroxyzine.

Use warm water for bath, do not stay more time in water. apply thick moisturizers.
