This is very unusual. It could be the start of something like shingles. You can get pain in a nerve distribution prior to the rash. This is called the "prodrome"
Another possibility is a thyroid enlargement.
With asthma and allergies you are more susceptible to shingles.
I suspect that is the cause and it will develop a rash soon.
I would get in to your primary doctor or urgent care to get checked and on anti virals.
