The most likely cause for this painless bump is an inflamed lymph node.
It could also be a benign growth such as a lympoma.
Another thought is a inflamed hair follicule/cyst.
In any event it does not sound like anything serious from what you have posted. That being said, the best way to get to the bottom of exactly what is going on is to have a doctor examine it.
