I have multiple lumps on my shin bone on both legs under the skin. I can feel them when I run my fingers up my shin bone. I have shin splints often, could these have something to do with shin splints? I also noticed the bumps/lumps persist even after the shin splint pain is gone.

Yes, if there is a lot of inflammation, shin splints can leave lumps. The inflammation leaving scar tissue and new bone growth can cause the mass to persist after the pain resides.
