Do chills mean a fever? Does a fever mean you'll get chills? If not, what causes chills other than a fever? If they go hand-in-hand, why do symptoms lists say "fever or chills" or "fever and chills"?

Chills can be without a fever and vice versa.
Chills can be caused by a cold atmosphere or hypothermia, they can also be caused by an allergic reaction, dehydration etc.
Fever with chills has specific causes most commonly urinary tract infections, biliary tract infections and respiratory infections and malaria.
But they are both non specific symptoms and a detailed and comprehensive evaluation is required to come to a conclusive diagnosis which needs support from lab investigations.
