Well, I think that would be a reasonable idea.
For people that may feel excessively tired, and not fully awake in the mornings -- one would wonder about their sleeping habits.
Certainly the way to best evaluate this is through a sleep study.
In addition, many medications do have the potential to cause issues with lethargy, and feeling "foggy", so a review of your medications by your VA doctor would be helpful.
The one thing that seems to help here is the fact that you feel you become normal with your caffeine dose daily -- which is good, as it seems to make serious issues (like brain tumors, metabolic disorders, hydrocephalus, and many other neurologic issues) unlikely, as those types of issues would not just immediately improve with the coffee.
Of course, some of this may also have to do with age, and the "wear and tear" that things like high blood pressure and smoking (if you did) may have had on the brain tissue over the years, which just may cause you to wake up slower than normal.
