Do you have any symptoms?Breathing difficulty?
The fluid is in both lungs?What exactly is the X Ray report?
Do you smoke?

Well i would suggest you should get sputum analysis,culture sensitivity,complete blood picture,ESR and Diagnostic drainage of the fluid in the lungs for analysis...

The above mentioned tests will guide us better ,what exactly is the problem,But most common reason is infection of the lower respiratory tract an broad spectrum antibiotics, like Levofloxacin is recommended.

Chest physiotherapy ,steam inhalation,deep breathing exercises are of additional help..
