JA: Does the engine spark at all? Is there a trouble code or is your "check engine light" on?

I'm not certain exactly what symptoms you're having but I'm assuming that it cranks but doesn't start, however you mentioned it not turning over. If it doesn't turn over then it's not going to have spark, the engine controller has to see that the engine is turning and the cam and crank signals are in sync for spark to be present.

Does the starter engage and crank the engine but the engine doesn't start?

Or does the starter not engage and turn the engine?

If only one of the terminals on the fuse has power then the fuse is blown.

You can check visually for damage or run a new wire.

Yes, the wire that we tested that didn't have power that comes from from the fuse you said has power.

There's a little rectangular plug that a black/white and a black/blue go into, when I bridge them they blow the fuse is does that have anything to do with it?

That's the capacitor. Do you actually have power on the black/blue wire at the capacitor with the key on?
