What are you using to test for a ignition off draw?
So you have to remove both 19 and 21 fuses to get rid of draw?

Welcome, I'm Chris (aka Moose) I prefer to work when others don't, I am here around lunch and after dinner till after midnight.
These 2 fuses power fuses under the dash. Install fuses 19 and 21 and then do the amp draw test removing these fuses shown in the diagrams below to let me know which circuit is causing the draw.

Fuses 4,6,7,9 are the ones in the diagram.
So with all fuses back in place except fuse 7 the draw on the battery is less than 80 mA / 0.08 amps?
Fuse 7 powers the data link connector, instrument cluster, radio, mirrors. You need to unplug those, install fuse 7 and then start plugging these things back in one by one till the draw goes up and over the allowed draw limit.
Yes that can happen. As long as they stop and or go off once starting and then to do not flash or remain on with the key off, then all is okay there
