I have an 06 mazda 3 with no power steering. we have tested

I have an 06 mazda 3 with no power steering. we have tested wiring at the pump. the connector with 6 pins shows voltage of 2.3V, 2.6V and 13.8V from right to left with ignition ON. The middle connector comes from the battery and has 12.4V with ignition OFF. The connector with 4 pin (steering angle???) shows voltage of 11.8V, 11.8V, 12.3V Clockwise from upper wright. Any suggestions?

We also checked the voltage on the 4 pin (steering) connector while running - the voltage fluctuated .05 voltages whether the steering was moving or not. Shouldn't the voltage drop noticably when the steering is moved?

This electro-hydraulic system (EHPAS) is computer-controlled, so the first step in the diagnosis should be to retrieve those codes. If there are no codes, then we could look at the PIDs to determine what is causing the no=power steering issue. Do you have access to a MDS or equivalent scan tool?
