My 2015 Mazda 3 diesel is overheating when crawling in

My 2015 Mazda 3 diesel is overheating when crawling in traffic (outside temp around 30 degrees C). The air conditioning stops functioning and then temp warning light come on. I have recently had two fan motors replaced - is there a fan control module which could be faulty? When travelling at normal speed all seems to be OK.

If there's a control module for this model then it will be located on the back of the fan mounting frame, a silver box about the size of a family pack of matches

however I'm unsure that this model has one?

so I'd next check the condition of the high power fuses in the engine bay fusebox and if there's a relay it should be clicking on when the AC is turned on
