Is this a standard halogen bulb?

Ok, there is a retaining wire that holds the bulb in place, This is sort of a hook and latch. There aren't any real clear diagrams for it, but once the retainer clip is out of the way, the bulb will come out. This could be what's holding you up.

NOT much room to work to take out the 2008 lowbeam bulb with the fuse box right behind it, any other suggestions how to get it out??

The only other option would be to move the fuse box or remove the headlight assembly. If you look at the fuse box, it may be held in place with some clips, you could pop the clips and move the box. According to Mazda you shouldn't have to remove the headlamp assembly, but in some cases does make it easier.

leaning toward yr suggestion of the fuse box idea, but how does to headlight assembly idea work??
Well, to remove the headlight assembly you will have to remove the inner fender liners and the front bumper cover to access all the bolts that hold the assembly in place. It's a joy to say the least. I would try the fuse box first. Won't move much or easy, but maybe enough!
