I was updating the software in my dual E120W displays and the 1st one completed perfectly and then the 2nd one froze up at 99% complete so I turned it off to retry it and now it will not boot past the initial Raymarine Powering On screen.

The boot files have been damaged in your E120W so it will need to be returned to a Raymarine service center to have the files reinstalled.
