Cannot get into iTunes...

Cannot get into iTunes. Message comes up saying Programme can't start because API-ms-win-crt-runtime-1-1-0.dll is missing from computer. Try reinstalling, which I don't know how to do. Previously, when I wanted to purchase a song it said Cannot access server ID but now this new msg above, is coming up.

Technician's Assistant: When did you last change your password ***** Apple ID?

Can't remember changing it for a while

Technician's Assistant: Did you try resetting through Apple's online account reset tool?

Can't open iTunes, can you tell me how to go into this tool?
