There is only one resolution with your Apple ID being disabled.

You go to any local Apple Store, and you will be referred to contact AppleCare Support at the same number I provided. And with good reason

Only iTunes Accounts and Billing can remove a Disabled Apple ID

You can even still remember your Apple ID password, but only they can remove the disabled Apple ID flag- only because it is honestly, a security measure to protect you as an Apple customer. Think of it in the same way as a credit card company, who is not sure if someone is attempting to gain access to your account (even if it is you), unless you can prove you are the owner of the account.

Apple does the same thing :)
