You can download the app again from the App Store using the same Apple ID and password.
But you may not be able to recover the data unless they have it.

Let’s tey updating the phone first then.
Please go to settings - general - software update and update the software.

The phone should have the latest firmware now that you downloaded the latest software. Was that app working fine before you accidentally deleted it?
