I can receive calls and answer them, but I don’t know how to make calls on my IPad Pro.

If you are referring to Facetime calls, then you can easily make it using Facetime app. Open Facetime app and you will be able to make calls from there. Refer this article --> https://support.apple.com/en-in/HT204380

You can't make phone calls from your iPad itself. However, if you have an iPhone there, then you can make iPhone calls (using iPhone's SIM card) via iPad. So on your iPad, go to Settings > Facetime and enable "iPhone Cellular Calls"

(Make sure your iPhone is using same Apple ID as iPad)

You can also make calls over WiFi on your iPad if you have Skype or Google Voice. Let me know if you need more information from Skype or Google Voice.
