I have an Apple...

I have an Apple ID question. Are you the person I should be talking to? If not, whom should I call?

Technician's Assistant: What kind of Apple device do you have? What Operating System (OS) are you running?

Its a PC

Technician's Assistant: How long has this been going on with your Apple device? What have you tried so far?

Over the weekend I tried, after changing the email that is my ID, to “recover” my account. According to the message I received, I should have received information back within 24 hours.

Technician's Assistant: Anything else you want the Mac Expert to know before I connect you?

Just that. How do I reestablish my Apple ID with the email address I know use, and presumably a new password

Again, the problem is: whenever I try to login I am told to “recover“ my account. I probably have three recovery orders in now, two of which were placed well over 24 hours ago. Ideally, I would like to talk with someone who can just reopen my account.
