I just receied an email telling me someone used my apple icloud itunes account to purchase some game for $99.00 The email said to cancel the purchase. My accont is locked ...how do i do this I don't have a credit card on itunes. I just purchase icloud $9.00 a month

The message is a scam. This email was not from Apple

This is what is known as "phishing" it is can be a very serious problem if you do let them access your account
Basically what they will do is call email you about a fake problem, but there is no actual issue

They then try to get you to click a link and sign in but it is not an apple server but a fake server. This is when they get control of your account and take it over. Please ignore the email and delete it, Apple will never message you like this ever.
