I accidentally erased all content and settings from my son's iPhone. i am trying to restore it from his iCloud backup but when it trys to send a verification code i can't receive it because the phone is in set up mode!

The new phone is asking for a verification code. But I am not receiving the code on my ‘trusted device.’ I think because I am in set up mode, so I can’t receive it?

ok, you will have to then go into a store sorry, with ID, and do it this way, as they have then rejected or lost your online request
