I recently updated to OS Sierra 10.12 and now cannot quit

I recently updated to OS Sierra 10.12 and now cannot quit Safari. The "quit" option is greyed out.
JA: What's the model of your Apple device (e.g. MacBook, iMac, iPhone, iPad, etc.)?
Customer: MacBook Pro
JA: When did you purchase your MacBook? What troubleshooting have you tried?
Customer: About 2 years ago. I've tried rebooting but it won't "restart" saying that "Safari is interfering."
JA: Anything else you want the Mac expert to know before I connect you?
Customer: I am such an amateur that I don't know what would be helpful!
