JA: What OS X (Operating System, e.g. Sierra, El Capitan, Yosemite, etc.) or iOS are you running?
Customer: i am running ios 10.2.1

Do you see an alert that says "Waiting for activation" or do you see a red exclamation point with an alert saying Not Delivered, or does something else happen? Have you set up your Apple account and signed into it on your phone?
