I keep getting pop-ups saying I should upgrade to OS Sierra.

I keep getting pop-ups saying I should upgrade to OS Sierra. I currently have a Mac Air with OSX El Capitan 10.11.6. When I checked "About this Mac" and "software updates" it said "no updates available" while displaying the Sierra OS logo. Are the pop-ups from Apple? What should I do?
JA: Just to clarify, what's the model of your Mac, and what operating system are you running?
Customer: MacAir 13.3 eqrly 2015. OS system is El Capitan 10.11.6.
JA: Have you installed any updates recently?
Customer: No, unless something was updated automatically without my knowing.
JA: What troubleshooting have you tried?
Customer: I tried installing Sierra and it froze. I wonder whether the update to Sierra is necessary/recommended. No other troubleshooting tried.
JA: Anything else you want the Mac expert to know before I connect you?

If your MAc is working fine as it is you can ignore the update, but it can also be a scam message that you are seeing.
