Im trying to create a photo book and I can't seem to access

Im trying to create a photo book and I can't seem to access the photo library no matter which website I use. It shows the Photo Library shaded so I can't click on it to import my photos.
JA: What OS X (Operating System, e.g. Sierra, El Capitan, Yosemite, etc.) or iOS are you runninng?
Customer: I don't know
JA: Have you installed any updates recently?
Customer: Today. We installed all the updates available in an attempt to solve this problem.
JA: What troubleshooting have you tried?
Customer: Switching from Google Chrome to Safari
JA: Anything else you want the Mac expert to know before I connect you?
Customer: Its been a consistent problem on the invitation websites as well as the photo book making websites so it must be my laptop. My laptop in 1 year old, I bought it to do photo projects. I have a lot of photos, a few thousand. I scanned 270 photos for this project so far.

By Photo Library do you mean the Apple Photos Library (Photos Library.photoslibrary)
