JA: What OS X (Operating System, e.g. Sierra, El Capitan, Yosemite, etc.) or iOS are you runninng?
Customer: i think it was el capitan, i was just given the air book was trying to wipe it
JA: Have you installed any updates recently?
Customer: not me
JA: What troubleshooting have you tried?
Customer: restart by pressing the option key and I get the globe, then the flashing folder with the question mark plus the command R
JA: Anything else you want the Mac expert to know before I connect you?

This is a network boot error.

Try disconnecting all cables from your Mac except for the mouse,and then try booting it again.
