Hi there and welcome

It is missing system files so it needs to be connecting to iTunes

If you do not have it already on your computer, install it (free) from

Once installed, open it and then connect the iPad to the computer

Wait for iPad to come up with a message which will be it needs to update.

Allow it to do this and when it has, it should then be working again

I can also do these steps for you, and have made a request via Additional Services.
