it's locked in emergency call mode. iTunes does not recognize it to restore
JA: What OS X (Operating System, e.g. Sierra, El Capitan, Yosemite, etc.) or iOS are you runninng?
Customer: el
JA: Have you installed any updates recently?
Customer: no i have 3 macs. same on all 3
JA: What troubleshooting have you tried?
Customer: holding buttons. plugging in. it will not let me try to enter a passcode again. and iTunes says:Tunes could not connect to the iPhone XXX because it is locked with a passcode. You must enter your passcode on the iPhone before it can be used with iTunes.
JA: Anything else you want the Mac expert to know before I connect you?
Customer: no

Hi,

I'm sorry about the issue. Please try the correct steps below to restore:

  1. Open the iTunes application on the computer.
  2. Connect the iPhone to the computer with the USB Cable.
  3. On the iPhone, press and hold the Home button and the Power button at the same time.
  4. After 11 seconds release the Power button, but continue holding the Home button (for about another 10 seconds) until the iTunes program shows that it has detected an iPhone in recovery mode.
  5. Click on Restore and confirm / continue.

Note: The steps must be done correctly; you may have to try a couple of times, or so.
