two little windows open with moving stripes

You have to force quit that process and then you can shut down. Press Command, Option and Esc keys and this will bring Force Quit window. Force quit all applications except Finder. Then you can Shutdown.

If that didn't work, then you have to force turn off your Mac. Press and hold down the Power button of your Mac for 5-10 seconds and this will turn it off. Then wait 2 minutes and turn it back on.
