Photos in in my shared folder (sent to me) used to automatically go to my icloud photos. Now new ones don't transfer and old ones won't open

First, check that iCloud Photo Library is turned on:

  1. Open Photos for OS X.
  2. Select Photos from the menu bar.
  3. Select Preferences from the available options.
  4. Click on the iCloud tab in the pop up window.
  5. Check the box titled "iCloud Photo Library."

If you have recently changed your iCloud password, you will need to update the stored password ***** your computer.

Already had iCloud library running. Answer did not help. Please give me another suggestion of I request a refund.

There are several other possible causes; try the following -

1. Disable Photo Stream in the System/iCloud preference pane on your Mac, and also in iPhoto's iCloud preference pane.

2. Reboot the Mac and re-enable both respectively. That should jump start Photo syncing again.

Can I uninstall icloud photos and reinstall? Would the photos then download from my iphone?

The method is different for a PC - you could also try uninstalling and reinstalling iCloud to see if that works...
