I have just loaded a new Photoshop Elements 14. I am having

I have just loaded a new Photoshop Elements 14.
I am having trouble with my Adobe ID.
When I try to sign in using a long-existing Adobe ID, I am told "Photoshop.com services not currently available, try again later, check network connection . . Error 400."
The same thing occurs when I try to create a new Adobe ID - EXCEPT that I am NOT told to enter my network and there is no Error indication.

I'm sorry about the issue. Are you still currently able to use the Photoshop Elements program with that error?

Do you have windows xp, vista, or 7, or 8, 10?
