The person that sold it to you will need to unlock the iPad otherwise you cannot use the iPad.

Ask the previous owner to enter their Apple ID and password ***** the Activate iPhone screen to remove the device from their account.

If the previous owner isn't present, contact them and ask them to follow these steps to remove the device from their account:

  1. Sign in to iCloud with their Apple ID.
  2. Go to Find My iPhone.
  3. Select All Devices to open a list of devices linked to their account, then select the device to be removed.
  4. Click Remove from Account.

After the previous owner removes the device from their account, turn off the device and then turn it back on to begin the setup process.

If you cannot reach her then it sounds like she knew she was scamming you. It is very possible that the iPad was not even hers.

There isn't anything you can do because the iPad is locked to the owner-- It is a security feature.

No, there isn't. It sounds like the person knowingly sold you a stolen iPad.

She was crying and she had kids with her and ask for money I was coming our of my job with my ipad 2air she seen it and ask me I I wanted to buy her so she could get some food for her kids because her husband was lockup

After hearing more and more about the situation, you were definitely scammed. The iPad was stolen and she put on an act so that you felt sorry for her. These types of scams are very common and have small variations but they happen outside of work, gas stations, banks, etc.

I would suggest that you contact the police and file a police report so hopefully they can catch the person because it is more than likely that they will do it again.
