My iOS crashed after I reboot a couple of times it finally came on now when I try to go to safari,utube Mail etc. it starts to go there then goes back to home screen. Help!!!

Let's try a reset first. Press and hold the power button and home button together until you see an apple logo. Let me know if that resolves your issue.

Let's reset the network settings by going to settings - general - reset - reset network settings. If that does not resolve your issue, delete any one app from the iPad and download it again. Then check if your issue is resolved. Let me know.

I am afraid we need to try a restore now. Do you have a computer with iTunes installed? Just open iTunes in the computer and connect the iPad to the computer. Now, your device will be listed in iTunes. Click on the device logo and you will find the restore button. Restore it now. Let me know if you find any difficulty.

So how do you backup your iPad? Is it to iCloud?

Then then you can go to settings - general - reset - erase content and settings. Then when it comes back on, try to set it up and when asked use restore from iCloud backup.

Before restore, Make sure you have a backup by going to settings - iCloud - backup and you can find a backup there.

Oh!!! It means your iPad software is corrupted and need a restore from the computer. Is there an Apple Store nearby? They can restore it from their computer.
