Hello, I have an iPad 3 and my apps seem to crash for no reason. I have reset settings twice now but the problem comes back. It's very frustrating! Can you help please?

Running on iOS 8.4.1.
There is no message, the app turns off back to the home screen. It happens when I open my Mail (iCloud) and when I'm using Facebook, the app can suddenly close. Also when I tried to open the OOKLA speed test, the app won't open properly, and after a second it will close. I think the only thing that doesn't close is the Safari app.
My storage is almost full,does that have anything to do with this?

I have purchased iCloud storage, so out of 50gb I have 46.1gb.
At the top of settings, it's showing 13.2gb used, 0 bytes available. I'm not sure what to do. I don't want to delete photos as they are for my husbands portfolio for work. I have a 2tb portable storage I bought last week so I was hoping to transfer over to that, but I'm not sure how!
