So it won't come on at all did you plug it into the charger?
if you can get it to come on after some time on the charger try this:
First: Put the device into DFU mode.

Second: Plug it into your computer and open iTunes. It will either prompt to restore and up date or you can manually restore using the following steps.

But does it come on?
Sorry you said "nothing happened when I turned it back on"!! Does that just mean no sound everything else is working? If you go to Settings / Sound is the volume turned up?
Yes did you look in Settings/Sound?
Is the volume turned up to the max?
Ok please plug in headphones and see if you get any sound on them.
No headphones on the house at all? OK Plug it in to your computer and open iTunes. Select the iPad then on the right select Restore
If you have no computer:
- Go to Setting->General
- Change from rotation lock to sound off.
- Wiggle the slider: sound will return
- Now you can set the slider back to rotation lock again

Do you mean your computer is Windows? You absolutely can plug it into your computer. Do you have iTunes installed on your computer?
