I have an Ipad mini. I am not able to access safari at all.

I have an Ipad mini. I am not able to access safari at all. The circular ticker just goes around and around, and I end up getting message that Safari could not open page because server stopped responding. Here is what I have done:
Reset I pad(home/power key)
Followed your instructions to reset back to network settings
Added my home wifi again.

None of these have worked. I do not have cellular on the ipad, only wifi, because I only use ipad at home where I have a wifi connection.

On your iPad, go to settings - wifi.

Your network would be listed there. Click on the arrow to the right of your network name and let me know what is the IP address listed there.

Also, are you able to access the iTunes/app store?

Just started yesterday. No I cannot access itunes either. Circular ticker states that it is loading, and itunes never comes up. The wifi bars are active in upper left hand of screen as well.

We will do a power cycle.

Turn off your router and your iPad for 5 minutes. Then turn on the router. After another 2-3 minutes, turn on the iPad and test whether the issue is resolved.

If not, reset network settings again by going to settings - general - reset
