I have a message on my iPad "iCloud Backup This iPad hasnt

I have a message on my iPad "iCloud Backup This iPad hasn't been backed up in 5 weeks. Backups happen when this iPad is plugged in, locked and connected to Wi-Fi."
The porblem is the touch screen will not respond to allow me to connect to a network...
Anybody seen this before? what to do?

I will do my best to help you, the only stupid question is the unasked one.

If this is what I think it is a reset will fix it.
To reset the iPad press and hold both the Sleep/Wake and Home buttons down until the Apple appears, ignore all other screens, then let go.
This does a system reset much like a restart of your computer does.

Make sure you wait for the Apple.
