This generally stems from an issue with your payment method. You can try updating your method of payment via iTunes on your computer;
Select the iTunes Store
Sign in or click on your ID in the upper right of the Store and choose View Account.
Click "Edit" next to your payment info.
Re-enter your payment info and click "Done".
Then re-try your purchases.
If it still does not work, you will have to contact Apple via their Express Lane customer service feature to ask them to investigate the reason for your disabled account:https://expresslane.apple.com/
Choose the correct category and issue as prompted by the service above and you will eventually reach a web form where Apple promises to respond within 24 hours.
