I have the MAC OS X, and today, the entire dock started blinking

I have the MAC OS X, and today, the entire dock started blinking away and rising up. The end result is that I am unable to minimize any screens or open dashboard because when I do, the dock blicks away, sending the minimized documents back to the screen and removing dashboard before I get to use the tools on it. What could be causing this problem? Is there a solution?

First click Finder. Then click the Go menu at the top.

Type: ~/Library/Preferences/ and click Go.

Look in the list for com.apple.dock.plist, move it to the Trash and restart your Mac.
