How do I retrieve my photos from iCloud?

In your iPad, goto Settings and tap iCloud. In iCloud, enable Photostream. PhotoStream will automatically download all photos from iCloud to your iPad. If that didn't worked, then you have to restore your iPad from iTunes on your computer and then do a "Restore From iCloud Backup"

Connect your iPad to your computer and open iTunes. In iTunes, select your iPad and click Restore. After restoring, your iPad will give you 3 options. Setup as new iPad, Restore from iCloud Backup and Restore from iTunes Backup. See sample pic;

Select Restore From iCloud Backup and continue. This will restore everything from your iCloud to your iPad.
