Hello. Welcome to JustAnswer, a paid global support site.

#1 - Is this 3G unlocked/jailbroken?

#2 - What carrier are you using currently?

Okay, great.

Please try the following.

Remove your SIM card. On your iPhone, go to Settings -> General -> Reset -> Reset Network Settings. Allow your iPhone to reboot. When it completes, power off your iPhone by holding the Power button until you get the Slide to Power Off, slide it, and turn off the device. Insert your SIM card and power on the iPhone. After it powers up, see if you still get the message.

If you do, we can take another approach.
