my iphone had to be replaced. I backed it up in iTunes, and when I went to restore the new phone, it didn't restore any of my apps.

I am Vinod. I will try my best to help you resolve this issue.
Unfortunately, the backup will not save any of the apps, music and videos, but only the contacts and settings. But you can download the apps any number of times without having to pay for it again. But make sure you are downloading it from the same account from which you bought it.

Yeah, but what about the content of the apps, ie notes and 4 track recorder.

If you have all those apps in the itunes, syncing them back might retrieve all the contents of the apps.
