Hello, my name is Dan.
I will do my best to help you, the only stupid question is the unasked one.
Let me get this straight, you have a new Mac Mini and a new Airport Extreme Base Station. Is this correct?
Or, you already have the Airport Extreme Base Station and you are trying to connect the Mac mini to it?
Customer: replied 6 years ago.
the mac I purchased last week and the extreme I just got yesterday
Expert:  Daniel replied 6 years ago.
Okay, obviously you have a connection to the Internet.
This PDF explains how to set the airport up.
You say you have the utility open and you have clicked on your base station but it will not let you continue.
Can you expand on that?
Customer: replied 6 years ago.
the letters are faded so you can't click on them
Expert:  Daniel replied 6 years ago.
All grayed out, I hate when that happens.
Is this a new Airport Extreme or used?
Customer: replied 6 years ago.
It's new.The XXXXX XXXXXght just keeps flashing.
Expert:  Daniel replied 6 years ago.
That indicates that it is having a problem. I suggest resetting it to factory settings.
Try these steps in this article and see what you get.

Nothing has happened

Then in that case I think you have a defective AirPort. If it will not reset to factory then I would take it back for a new one. The Apple store will exchange it straight across.
If you do not have an Apple store near you then call 1.800.275.2273 and they will send a happy box. They pay shipping both ways.
Best I can do.
