my iphone is locked up I have tried turning it off and on

my iphone is locked up
I have tried turning it off and on but get nothing
the apple picture is all that is on the screen
when I plug it into my comp, the comp does not read it

If the iPhone won't boot, you will need to restore it. To do this, you'll need to put it into DFU mode. This allows you to restore the device without it booting up.

After you have booted it into DFU mode, iTunes should detect the iPhone. Click the Restore button (not Shift + Restore like the video says).

After restoring, you should be able to set the iPhone back up. You can choose to restore from a backup.

if I follow the instructions on the video I lose everything on my phone

Your iPhone should be getting backed up everytime you sync it with the computer. Anytime you are having a freezing issue like this, there is no choice. If your iPhone is synced with your computer on a regular basis, you should only lose a short period of time.
